why do the puzzle seem to be only worth 5 points, and they don't seem progressively more difficult based on rating.

They are still worth points relative to your rating. However, due to an algorithm change, we are all seeing puzzles dramatically below our rating and so they are worth 5 more often than not.

There's a new puzzle Difficulty setting (only changeable on the website currently but impacts apps too).
If you change to Hard or Extra Hard you should get more that are higher on success
