In puzzles, the opponent must play the optimal response, otherwise it cannot be considered valid.

Exactly what I was thinking. It's mate in three then (1. Rh7+ Kg8 2. Qg7+ Kf8 3. Qf7#)
Also, how are we supposed to know that the pawn moved two spaces? I hate en passant puzzles.
