You've got all the pieces to solving this trick question (which fieldh1 did by the way) but you fail to fit them all together.

The White King and Queen give me a problem. As you can see I can nearly get the position.
Of course what we have is the pawns all on the 7th ranks and not as in my sample the second rank.

We can let the white pawns cross the black ones with 6 captures already(Remember: Provided they capture behind the pawn on the respective file, there is only 1 capture needed So the white h-pawn needs to capture behind the black g-pawn and then the g-pawn doesn't need any captures anymore to go to it's intended spot), Rest is child's play
Oh, I see, there are too many captures required. Pawns can't get behind each other like that without captures being made.
