i haven't been able to go all they way through...and maybe i am missing something simple...but after Kg2 Qxd4 looks stronger for Black

What about Bxd5+ for an obvious one? Qxd5 is forced.

I think Re2 is probably stronger though as it saves the second rook

count, Qxd4 might be 'better', but it's still losing after Bxd5+ Qxd5 Rxd5 Kxd5. White's extra rook makes a win pretty simple.

If White plays a waiting move, i.e. Kh4 or Kh3, then why can't Black also play a waiting move like Qd6?

you're right, i didn't have time to go through it al and didn't see for sure that White had the win. I thought about it for a few after i left and realized white still had control.
