Who is winning?

Ran into this little setup the other day.  I was playing black, and after 31....c5, white timed out.  What I'm trying to figure out is, who is winning in this position with white to play, and what is the best move for white?  I stared at it for a while and the best I could come up with was 32. a4 (possibly followed by b4) in an attempt to get the rooks out in the open.

I don't have a chess engine, (don't know how to use one anyway) but even if I did I'm more interested in a human analysis.

Disclaimer: This position may be really boring and easily solvable - I'm a chess moron.
