Woulden't a forum also be considered a group of threads? So inside a group, it also would be thought of as a forum. You do not have to be an admin to create a group;so you can create a forum, without being an admin.

Nah that's creating a group which happens to include forums.
Also that's just a technicality since people are not saying "I'm going to go create a forum" and mean that they are going to make a new group.

I have noticed that people on these board repeatedly claim to make "forums".This is impossible for anyone who is not an admin of this site.
A forum is a section of a website dedicated to a specific topic. For example, I am submitting this THREAD in the 'off topic' FORUM. Earlier in the week I submitted a game I played to the 'game showcase' FORUM. I made a THREAD to show off my game.
A thread is a topic discussed within a forum.
