Look up the video and you will find half the sentence has been removed by the crazy conspiracy theorists who base their world views on 100% believing someone they think is involved in a subterfuge, and then not being able to understand what they say.

What the astronaut said was "This is the first time we are going to send humans to the moon and we are going to have humans in low earth orbit".

This is a sentence comprised of two clauses indicating two things happening at the same time. Most people had no problem understanding this. I recall hearing it and immediately understanding the interesting point.

Anyone who thinks that he accidentally forgot that he was meant to pretend that there had been astronauts orbiting in the ISS for more than 20 years at the same time he forgot to pretend that humans had been to the moon during the Apollo program is only qualified to be a conspiracy theorist.

But where we might differ is that - to me - his wrongness is intentional.
Or maybe we agree on that too.
And with such wrongness by him - there's motives. Payoffs. Strategies and tactics.

Since San Diego is well north of the equator - the earth is spinning at under 900 mph there.
But at the equator its spinning at well over 1000 mph.

So after Orion's parachutes opened - its soon falling vertically (if not already) but its still moving with both the earth's orbit (over 66,000 mph) and the earth's spin at that lat. (over 870 mph).
But in both cases neither of those speeds is 'relative' to the earth.

You rightly draw attention to the fact that re-entry is about transferring momentum from the craft to the atmosphere. Of course this generates a large amount of heat, because the kinetic energy is greatly reduced (momentum is proportional to velocity, kinetic energy to velocity squared).
