1. Unfortunately, unless there is a serious retcon to how UI works, MUI can't be combined with UE because the forms are just so different. Luckily though, there is a chance that the fusion could use the form of UE with the technique of UI similar to how Goku combined the technique of UI with his Saiyan transformations in the manga. A form combining MUI with UE causing purple and silver/white hair like seen in the fanfic Ultra Vegito is not realistic, but purple hair with a possible silver/white aura signifying the use of UE with the technique of UI is possible.

2. As for whether or not they would retain their forms through fusion, they would. This is shown in instances such as when SSJ4 Goku and SSJ4 Vegeta fused into SSJ4 Gogeta.

3. Power wise, this theoretical fusion with the form of UE and technique of UI would still only be equal in power to a version of it using just UE, the only difference is that the power would be used more efficiently. Think of how Jiren was able to dominate SSJ blue Goku and Vegeta even though he was revealed to be relative in power to them, this fusion with the form of UE and the technique of UI would be Jiren in this situation with a copy of the fusion using just UE being SSJ blue Goku or Vegeta relatively speaking.

I would like to pose the next question. Power scaling wise, how strong is Goku?

In my opinion, with how consistently inconsistent the authors are with DB, you could make a good case for him being as low as low Multiversal or as high as Outerversal.

Low ball: Low Multiversal to High Multiversal based off of his fight with Beerus at the beginning of DBS threatening to destroy Universe 7 and current Goku being far stronger than he was at the beginning of DBS.

Med ball: Low Hyperversal based on the absurdity that is DB cosmology.

High ball: Low Outerversal to High Outerversal based on the even more absurd scaling that comes from DB Heroes which, although not in the main cannon timeline, is official DB content.

Bonus: The strongest character in DB is not Zeno, not the Grand Priest, not Zalama, and in my opinion it's not even Tori-Bot, instead, the strongest character is arguably Arale who is Boundless.

Pretty much.

The problem is UI and MUI are heavy stamina drainers. When Goku goes MUI, at first he'll be nigh untouchable, but after a while, his MUI will weaken allowing enemies to more easily hit him as shown in his fight with Granolah. The flaw with UE is he can still get knocked out. Vegeta will get stronger and stronger as the fight goes on, but eventually he will just get knocked out.

To prevent these problems without creating completely new forms, Goku will need to train UI untill the stamina drain is negligable like with Whis. And Vegeta, he just needs to improve his durability.

MUI Goku from the TOP VS Vegito Blue from the Goku Black arc. Who wins?

Personally, I think Vegito no diffs, but I'm open to hearing other opinions (even if they're wrong).

I think even base Vegito from the Goku Black Arc could no-low diff MUI Goku. Vegito blue would completely slaughter MUI Goku. Heck, even SSJ Vegito as of the current Manga could probably no diff Black Frieza. Fusion is completely busted.

If you look at previous mesages, I've provided proof that the fusion formula is somewhere around base fusion = 50 * (max(a) + max(b)). Using this, base Vegito from the current manga, assuming MUI Goku and UE Vegeta are relative, would be about 100x as powerful as MUI Goku / UE Vegeta. Black Frieza's best feat is defeating MUI Goku and UE Vegeta at the same time with only one hit for each. Assuming you have to be at least 2x some ones strength to one shot them, Black Frieza must be at least 4x MUI Goku / UE Vegeta. Is you stack SSJ on this current Vegito, he's 5,000x MUI Goku / UE Vegeta. When power scaling, in my opinion, its best to say someone has power a if they scale to an unknown power at minimum a. Using this, we can say SSJ Vegito is about 1250x Black Frieza, and even base Vegito is about 25x Black Freiza.

Like I said earlier, fusion is simply busted.
