Fair Play Policy

I currently have a block on my account which only allows to play a game withing 5 minutes of the last game. This is said to be do to some games being aborted or ending early. I play online in a public library and I'm only allowed a certain amount of time so if the game is not over prior to my allowed session it will shut the computer down ending all matches. What can I do to get this block removed from my account because it's not as though I'm ending the games purposely, it's I'm only allowed a maximum amount of time to use the computers?

Just don't start games so close to the end of your allotted time that they're likely to not be finished, or - not anywhere near as good - just resign your open games shortly before your time runs out. If you're deliberately starting games which you know you may well not be able to finish then it seems like the application of the fair play policy to you is, well, pretty fair.
