You're right , it is unacceptable and something has to be done but the question arises of what can be done about him , his topics can be erased but his accounts reappear. The community should report him and get in touch directly with a mod who's online at the time to ban him .Those are all the conventional measures one can take at the time , it isn't possible to identify him when he creates an account , thus that is all we're left with .
