Please take Biden and all the Dims with you. They will have plenty of ideas on how you should get started. Oh, and you will have no problem attracting a bunch of citizens with all the free stuff you will be offering everyone. (Medical care, college, etc. - but you will save a lot of money by not having a military or a police force). Not sure how you are going to pay for it, or who will work to pay for it as they will all be coming for the free stuff, but I am sure that can be figured out.
