A draw is declared when neither side has mating material. King versus king or king and bishop versus king. No matter how badly either side plays, mate is impossible.
A draw is also declared when one side runs out of time and the other side lacks mating material. So king and two queens versus a lone king would just be a draw if the side with the two queens runs out of time.
