You need to go to citizen's advice, or whatever type of organization you have in Norway like it.
They give excellent advice, are most certainly independent (you seem concerned about corruption), and have connections that would take you weeks or even months to access usually.
Do not underestimate these types of organizations. They make a phone call, and public servants try to fix things pronto. People hate when independent groups start nosing around in their business.
