They work how they should. Take action against someone only when he / she does violate any community guidelines . Actions aren't taken just based on number of reports. However I do believe mass reporting does make a slight impact . The reported person might be monitored more ....and maybe even the slightest breaking of any rule by him or her might lead to an action where as anyone else would not face anything severe by doing the same thing.

They look at whether there are reasons to ban a person, they don't just look at the number of reports... that would be stupid.
