Hitler didn’t have any such plans before WWI, he didn’t have any political interest beyond the standard nationalist stuff of those days, far from wishing a weakening of Germany. His political interest began to take shape first in 1919.
It’s interesting in itself that Hitler at 30 had no real education, never had a real job, had very little money, no friends, wasn’t politically engaged, wasn’t supported by anyone and seemed bound for quite an obscure existence. Being 30 back then was maybe like being 45 today, and having accomplished so little at 30 then was not much of a sign that a person would be one of the persons with most power in the hand in the whole world 15-20 years later.
