the girl who got murdured was the culprit cause why else would the guy kill the girl that killed the other girls mother the man is prob a long lost brother of that girl at the funeral thats why he wanted revenge.

idk the culprit is usually the person who acts most compromised
compromised meaning, everyone prob knows its the girl who got killed by the man cause the girl (before she died) did not want to come to the funeral cause she might get caught, maybe she got an invitation she did not come, people suspected it was her, and it is, cause she was the one whose compromised.
Just my interpretation of the riddle:
The mother died of a heart attack of something idk, just something unexpected (not murder or the riddle would've said so).
The sister was murdered, and we're trying to find who murdered the sister.

well, dont you kinda think i right? cause the girl who got killed from the man WAS the culprit cause she was compromised,even without going to the funeral.
Technically we don't have enough info to see who killed the sister (could be road rage or some other random murder) but judging from the way riddles typically work, @Igot960reasonstoplay's answer seems right.
