IP bans exist, where chess com blocks the email address of the account and the IP address, but there are sadly ways to get around this

If you get banned and the IP ban you, you can’t make another on that device, but since he has a VPN, scrambling his IP they can’t stop him

That won't stop it, they will just start a new email
this would prevent troll accounts and make people more careful about what they post.
