It's where you get "muted". You can't talk in forums and you will receive a message saying something failed to authenticate, or you've talked too much in a short period of time, pretty much. You can still use DMs, clubs, live chats, and make threads, though. The number of messages and the time frame won't stay constant. You might say five messages in twenty minutes and get muted, or twenty messages in five minutes and get muted. The cooldown time won't stay the same either. You might be muted for only six minutes (which is the lowest time i've seen) or an hour.
