True. Originally standard decks (52 cards) began coming with one extra joker to use as a substitute card in the event of one card lost or damaged. You wouldn't want to buy an entirely new deck just because you lost one card, so you would replace the missing card with the joker.
Later on, the use of jokers became successful and decks began adding 2 replacement cards (jokers) to packs of cards. Eventually, games using the jokers were created but this was not the purpose behind those cards initially.
