 Kingpin is sort like lex luthor but lex actually beat superman in hand to hand combat, while Kingpin just sent people after daredevil

Galactus as villain...I don't know...he's just hungry.

Also I'd place Lex Luthor above Doomsday, probably above The Joker, though as a character Joker has great depth and range, and is singularly odd.

 Doomsday killed superman, galactus has murdered millions of civilization and the joker has killed robin.

Joker is on a separate par. Neither he nor Batman have innate superpowers- they are a testament and inspiration that even everyday people can save the day in a unitard or be seriously messed up. So although he pales in comparison with galactus, well galactus is galactus while the Joker is really just a street person who, by great strength of character, has risen among the mightiest of villainry.

Clearly, Dr. Doom is the best of the worse...or worse of the worse...although, Snidely Whiplash and Boris Badenov were pretty evil. I'm not sure if they appeared in comic books, however.

Wiley shouldn't be on the list. He is to be admired. He is uncompromising...doesn't settle for a lizard. He is goal oriented and determined. He is technologically sophiscated and inventive.

Almost single handedly, he made the Acme company what it is today.

He rarely speaks but when he does, people talk about it for a long time. He makes the Roadrunner seem inarticulate.

To this day, no one can match him in standing suspended in mid-air after stepping off a cliff.
