It bans your ip, I think. I just read something about this but I don't think you can come back with another account. Sorry if i'm not helpful
when chess.com bans you does it ban your ip or your account?

A friend of mine got his ip banned because he put a multi of him in a tournament while he had his main in the same tournament.
One of the worst trolls of chess.com keeps making new accounts with no problem whatsoever. He keeps coming back after just a few days easily. How could this be blocked?
By requesting a block of his IP or if he's just moving onto different devices then he can't be stopped
