Lack of a belief (together with a corresponding lack of disbelief) is referred to as agnosticism, or "not knowing". Atheism doesn't do that. Dawkins qualified his belief system, which he was pushing, as "New Atheism" or, in other words, "Agnostic Atheism", which is an oxymoron.
The original use of Atheism was meant to signify a Christian's "acceptance of a wrong doctrine", typically referring to the existence of schismatic beliefs or ideas which deviated from a currently accepted doctrinal belief. By the time I was a kid ... ie, in the late 1950s/early 60s, the normally accepted meaning of "atheism" was "disbelief", or in other words, a belief that God doesn't exist.
Dawkins attempted to change the meaning of atheism, because he wanted an idea which showed his supposed lack of concern regarding religions and so on, coupled with the idea that "God almost certainly doesn't exist".
Dawkins and some others believe that it is impossible to believe that God doesn't exist, with any justification or degree of accuracy. He was wrong about that but it's a seperate discussion. Suffice it to say that in the Dawkins Belief System, an important doctrinal (or dogmatic) belief was that "it is impossible to be sure that God exists or des not exist" but, desiring the best of both worlds, he wanted to emphasise that a good agnostic or new atheist believes that God very probably doesn't exist.
I'm not sure whether or not that was hypocrisy but it does show that he didn't understand the relationship that knowledge and belief have with each other. My understanding is that all agnostics are actually weak theists, since otherwise, why would they take the idea of God seriously enough to considering it worth admitting that God might just exist?
You have to believe in God to some extent to be an agnostic.
The fact that Dawkins was a strong religious believer up until his early teens probably explains his sense of subjectively justified anger, mixed with a kind of confusion which he was never able to sort out, since he spent his life reacting to his previous religious belief. There was always the claim that atheism (in his sense of it) consisted of zero belief and 100% knowledge or understanding .... but you can't play about with concepts like knowledge and belief and make them mean what you want them to mean, even if only because at the bottom of it all, all knowledge is a category of belief. So to claim that atheism is not a belief is nothing less than nonsense powered by lack of self-insight. To do them credit, most religious believers understand that and they sometimes make play of it.
The problem with the term "agnostic" is that the set is too large to be worth anything. The first division of note would be to divide that set into those that "don't know, and don't care" and those that "don't know, but do care", these outlooks being significantly different in nature.

It is so excessively arrogant to call evolution "fact". The Ptolemaic model was around for far longer, and look where it is at now. How arrogant must you be to think that we finally found the right answer? "Science now understands that..."; what a stupid statement. In 30 years textbooks will be saying in contradiction to what "Science" now understands.
