Wind Chill

Can someone explain how a wind chill is determined.  If a thermometer is reading 0, that is the temperature.  If it reads minus 10, we feel that temperature and notice its cooler.

But how is wind chill determined?  Is a group of humans placed in a room that is 0 to get a starting spot.  Then gradually moved into colder rooms?  Then then next phase is staying in a 0 degree room and increasing air movement until the collective group agree's that this air movment feels like the -10 felt earlier?

Sorry for the odd explanation but that's the only way I can picture it in my head.
