Obviously, Platinum membership wasn't enough.

Your current Gold membership is not enough.

Platinum and Diamond members can create tournaments of up to 100 players.

Note: Free/basic members cannot manage tournaments. Help topic is inaccurate.

I had platinum membership specifically so that I could create tournaments, but the system wouldn't allow me to create tournaments more than 12. Is the information incorrect there, as well, or was I facing some kind of glitch?

Must have been temporary or a browser issue.

Just created this one.

Okay, cool. So if I signed up again for Platinum Membership, would I be able to start a tournament with custom starting positions via setting up the board or using FEN statements, or something like that?

The level of premium membership should have no effect on the ability to create a thematic tournament.

This tournament was created by a gold member.  http://www.chess.com/tournament/1e4-e5

Thematic tournaments are limited to the specific openings provided. No random starting positions nor FEN.
