Why doesn't Chess.com ban members that repeatedly violate their fair play policy

Can someone please explain why someone who repeatedly violates the fair play policy is allowed to continue playing and waste members time? As an example, see the profile of ::deleted by moderator|naming and shaming::. He just abandoned a game I was playing with him and from the posts on his profile, he clearly does this regularly.

It is annoying and it decreases the value of this site as a site to have fun playing chess on. These people are everywhere, so maybe if you start banning some of them, it will discourage the rest, and more people can have fun without having to wait for some asshat who can't stand to lose.

They have taken action by establishing a "bad player's pool".  These guys only get to play each other, but I guess you have to establish a really rotten history before they "throw you in the pool".

This is the reason i decided not to renew my membership here. In roughly 1 in 7ish games people verbally either abuse me or my mother (even though she does not even know the rules of chess) and i think roughly the same amount goes for people who disconnect in lost positions or let the clock run out on purpose. 

The dont report them just block them policy does not seem to work too much either because well there are just oo many. 

Even though i know this people are childish and bad losers and it is not the end of the world I do play chess for fun and I would like to play normal and civilized people so I probably going to try my luck with chess24 or go back to ICC

You don't really need a rotten history, if someone is down huge material (2 rooks), and didn't move for 8 minutes, then made a move again.

The player "captainnhs" played really dirty in the following game, made me wait 8 minutes at 47th move, and suddenly moved again.

What bothers me the most is when I decide to allocate an hour to futzing around with some chess games and after I gain a decisive advantage (which happens  on occasion- blind squirrels and nuts ... buddy at the other end wanders off and does bugger all for six minutes, then times out. I'd really like those folks - esp. the ones that aren't paying - to endure some kind of repercussion.

My gosh. Get a life. Who cares? Chess.com is far from perfect too.

I don't mind if someone runs the clock out. I accept the time controls up front. But the ones who disconnect really do bother me. I'd like to see the site show an unfinished game stat by every players name. Then, at least, you could choose not to play them, or block them.
