Can chess.com provide an absolute global ranking which includes inactive players? This allows me to determine exactly how many players have a rating higher than mine.

Or at least allow us to access the complete leaderboard (which includes inactive players)?

The only issue is over time, rating gets inflated due to more players joining. It doesn't make sense to add inactive players as your ranking would be inaccurate
