I have a friend who is rated much higher then myself. I try to challenge him to Non Rated Matches. It keeps on saying he doesn't accept matches from players under a certain level. He has changed it multiple times. It continues to return.
For Daily or Live? Maybe he could challenge you?

Your friend has to look into his setting for daily games. There's a button he would like to switch on:
