No, conditional moves aren't available on the apps.
Any chance it may come in the future?

It's been requested for a long time. My guess is if it's planned then it's very low priority.

Not in the app, but if you can sign into the site with your mobile browser, then you can set up conditional premoves. (I do this frequently for my opponents who habitually stall till the last minute on every move.)
