Cure for smurfs

Yes, we all know it: smurfs dwell among us. Just look at every arena tournament. Accounts created in the same day or barely a couple days old. Smurfs that typically enjoy sadistically beating up small players. After a while they get banned or reach a rating where beating up the little guy isn't as easy anymore and than they just create a new account. 

So, why doesn't Chess.com make two separate pools: i) a pool of accounts < 6 months and ii) a pool of accounts > 6 months. Also there has to be a minimum number of games played to get into pool ii.  

Of course one cannot eliminate all smurfs, sandbaggers and cheaters, but you sure take the piss out of most smurfs like this.
