Fixing the “quitters” problem

User problem 1: I rarely get to practice converting winning positions because many opponents resign rather than fighting till the end.

User problem 2: I put aside a fixed amount of time to play chess but then my opponent quits just a few minutes into it and I don’t have enough time to play another game. Their quitting robbed me of the opportunity to play a full game of chess.

Solution: Match people based on similar resignation percentage. Competitive non-resigners play each other and non-serious quitters play each other

I understand the second problem, that is a true problem. But, about the first problem:

People have the right to resign whenever they want. Because it's really boring to play a game which you have already lost. On your level, big blunders don't happen, so it's wise to resign.
