You can just go to custom game and set the rating range to -100 or 150 whichever you prefer.

Why am I matched with 1600s players? Last week it happened for the first time, but today it was three games in a row. And those games are a waste of time, as they were outclassed by far. I can only lose rating against them (win +0, draw -8, loss -16).
