It's highly unlikely the site would let members create their own bots. It would technically be possible but likely not worth the development effort to create for the amount of use it would get.
If something like that ever was made possible, it wouldn't be for other member to play as there's too many possibilities for abuse.
I personally think that if it were to be created you should be allowed to use it more than once because if not a lot of people used it, then the people who do will create some.

Think about it: wouldn't it be nice if on chess.com people could create their own bots, instead of programming them themselves (which is very difficult for many people)?
