Why tf does this message even appear?

Why does this message even appear when I posted only 1 topic after nearly a month? It didn't save my previous forum post. After multiple attempts, I finally succeeded getting the previous forum post into the server, but this red sign shouldn't have appeared. After all, it appeared like all other normal topics. Why is this measure even done? I want answers.

The alert is a spam mitigation technique and helps prevent a single account from posting too many consecutive topics.

Based on your description, the count process must happen before the successful completion of a post, and your previous failed attempts were counted towards it.
