One could define "easily offended" as those people in the abuse graph who report many users who have a low number of total incoming reports.
One could define "truly abusive" as those people in the abuse graph who have many users reporting them, and especially from those people who have a low number of outgoing reports.
So relying only on the disable chat and blocking ignores half the problem.
