The ads are not directly posted by chess.com. They are sourced by a third party company and reflect your location, the other sites you visit and the searches you make.  The ad is an ad for a South African company that wants to sell you prepaid electricity meters for the properties you own and manage. No more running after tenants!

If you don't like it, you should write to them. Of course, they may want to sell you one of their meters.

That's a good example, if the ad shows your city, etc. that lets you know that it's your browser and/or search history that is sending information to the 3rd party ad service to deliver a customized message to you.
