I believe chessgames.com strives to do this ... atleast it provides a comments section for kibitzing for people to comment.

I think that would be a great feature.
I was just going throuhg the chess com database and wondered what it would be like if chess com had an 'open annotation system'
By this, I mean that in a wikipedia like style, anyone could find a game and annotate it, eventually it would build a library of annotated games that people could acces.
Might be helpful, but im not sure how do-able it is considering the ammount of programing thatd be needed.
Just a thought anyway, maybe some discussion to be had.
