People may be too busy to post in your thread?
Advise you to ignore ratings totally during your first few yrs of chess.

As Netzach has pointed out, you're way too involved in the importance of your rating. The suggestions you made would be an absolute nightmare to implement and while I know you thought long and hard about them, frankly seem a little silly. Each type of chess has its' own pool of players and has to be evaluated according to that group. Just concentrate on playing and your ratings will take care of themselves.
Now, ratings always start at 1200 and change later. My live blitz rating is about 1000. I had most of my games as losses in the beginning. Now, I want to do standard. I still think I will lose a few games in the beginning and I don't like that, so I want my live bullet and standard also start at my current live blitz. When I have two live ratings, I want the other one to start at the average of the two. Also, we could have our chess960 rating start at our online chess rating. If chess960 is done first, vice versa. I do not want to mix turn-based and live because I have noticed turn-based is genrally about 200 points higher than live. We can even put TT as the average of all live ratings at the beginning (or 1200 if no live is done). My TT is about my online, but I've noticed most people with TT ratings lower than 1200.
