Nearly half all those that attempted it failed...presumably if its so easy more people would do it and bring the rating down? Why the need for a button?

There should be a report button to report tactics that aren't fit for their level. Like for example this --> http://www.chess.com/tactics/?id=86798
What is it doing there? It's a 1000-1200 rating problem.
