Something is obvious causing your play to get worse. Looking at your rating graphs, it looks like something has changed recently causing your bullet chess rating to drop more than 200 points in the last two weeks. (From 1678 on October 16th to only 1453 today, with most of the decline in the last 7 days).
All ratings fluctuate but that drop seems pretty large. I am sure that the little problems of playing online seem much worse when you are losing a lot of games.
You mention several things: clock delays, disconnections, cheating opponents. It seems unlikely they all happen in the same game. What is the most common problem?
I don't think past games are rerated if an opponent is banned for cheating. That may be somewhat unfair but it would be a nightmare for chess.com to administer and once they are gone, your rating should recover.

What is this that suddenly when I am winning a game my time slows down and the opponent wins, sometimes i get completely disconnected while playing. Sometimes I get a message that opponent has cheated and has been banned but what about the ratings that i lose for no fault of mine. What needs to be done for that
