Tournament fix suggestion

It would be logical, that when a player withdraws from a tournament before round 2 starts (allthough he would advance), the person on the place behind him would advance instead? The player has withdrawn so he will not compete in round 2. And if the person behind him does not advance instead, there will be one less player in round 2, making for uneven groups too.
This is something that should be fixed. 

Another thing. In tournaments that goes on for a while and say the person at 2nd place has had account closed. This happened weeks ago in a tournament I was in. When the tournament finally finished a few days ago I was on 3rd, but I thought to get that 2nd place and that the person behind me would get 3rd, given the 2nd place had his account closed weeks before the tournament were finished.
Instead 2nd place was just left blank and trophy handed out to 1st and 3rd. This is something that should be fixed as well. Seems very inconsistent. It's only fair that the players behind a closed account all advance one place up.

Fully agree with you.  Is this how the software is set up, or does each tournament director have discretion?
