I sent in a ticket yesterday as well, guess I should have checked the forums. Glad it's not just me!
I think there is a mistake in the ratings that they need to adjust. For instance: it isn't the 1401-1600 but the 1404-1600. Which is strange and probably wrong.
Since they have a script or whatever move people automatically they likely can't have overlap. So the numbers have to be specific. Instead of doing 1000-1099, 1100-1199, etc or 1001-1200, 1201-1300, etc they made each 101 points across this time. (additionally they added 100 pt bands in the middle tiers that get the most traffic.) So <1000, 1000-1100, 1101-1201, 1202-1302, 1303-1403... then back into the 200 pt bands, 1404-1600, 1601-1800, 1801-2000, 2001+.
There are a couple of tickets in. Staff will get to it. With the holiday weekend in the US it may take a little longer than normal, though I can't say that for sure.
Update for those interested from staff:
"Hello!
I’m very sorry for the trouble with the 36th Official Tournament!
The one for the 1404 – 1600 range has gotten “stuck” and no games have started yet. The programmers are working on this now to find the cause and to get the tournament going :)
Here’s the link to the tournament which is not accessible through the Tournament page at this time:

I’ve been told this issue is of the highest priority so I believe it should be moving along within a day "
thanks chess.com
When is this official tourney going to start?
