I have never created a tournament on chess.com. What is the proper way to advertise it? Is it okay to start a forum thread about it? Or is there a better or more customary way? I ask on the behalf of a friend.

For those with low elo (like me), I have two tournaments set up:
https://www.chess.com/tournament/low-level-1 (Standard 10% timeout)
and
https://www.chess.com/tournament/low-level-2-30-timeout with 30% timeout. The elorange is <733 for the first one and <740 for the second one. I hope someone joins.
I sometimes join <1000 tournaments, but often those are not fair to me. I lose 97% of the games.
