On this site i do believe 4 moves have to be made for the game to count. Those that abuse this, are put in a poll of other abusers, and unless it has changed, the game will count no matter how many moves are made.

If an opponent times out is there a certain number of move that need to be made before it's official And I receive a win.
I learned you have to make 4 moves to receive the ratings points in daily games. I was just curious if there's any stipulations such as that in these tournaments.
