Checking rating prior to Tournament

It must be somewhere already answered these questions, yet my inability to search exactly where it may be, makes me recur to this option of Tournament's questions

I've been asked these questions, which I don't even know myself:

1. "How can you tell the rating assigned for Win, Draw, Loss, prior to beginning of the tournament?
2. What consequence would have in the rating, the fact that you can't continue, or rather begin the tournament?
3. Can you quit a tournament before beginning without tarnishing your rating?"

You cannot. Rating change applies to each game and depends on the opponent. This changes as each player's rating and Glick RD changes over time, until the game is over.

2. What consequence would have in the rating, the fact that you can't continue, or rather begin the tournament?

If you withdraw before games start there is no consequence to ratings. No games were played. After games start any resignation affects ratings.

3. Can you quit a tournament before beginning without tarnishing your rating?"

Yes.
