Who wins a tournament if the final round has 2 players with equal points for the round but one player with more points for the whole tournament?

If it's the last group in the tournament, it is a tie, UNLESS tiebreaks are enforced in that tournament.

It says no tie breaks.... Man, I completely botched my opening against a guy in a final round. I rolled out of bed and moved a pawn onto an unprotected square and then I decided to continue with a "That might be crazy enough to work" strategy and it was soon over. Ha ha... At least I can still tie or potentially win if he loses to another player. Thanks!!

If its the final round of the tournament, how would anybody win or lose against someone eles besides the person they are playing against in that final round?
