Well, you're not allowed to ask for advice on what to play in an ongoing game. So I assume you're question is whether or not every game in the tournament is supposed to be the Sicilian Defense. The short answer is no, the games don't have to be the Sicilian Defense.
You can look around at the other games in the tournament, many of them are not Sicilian.
If the tournament director wanted to make a theme tournament starting with the Sicilian, the position would have started with 1. e4 c5 already played.

I have entered my first tournament, It is named as a Sicilian tournament. One of my opponents has opened 1 C4 (the English opening) Now I am in a quandary...
I'm an easy going sort and I would prefer to avoid confrontation but this is a tournament so it could be serious, what if I lose this game and I miss the cut because of it or something?
What would you more experienced guys do in this situation?
