Getting started in tournaments overseas

Hi all! I'm an American but have lived overseas for about 10 years. I currently live in Taiwan. I've been playing chess since I was 5 (I'm 36 now), but my only experience in tournaments was when I was 12 and our club did a couple of USCF rated tournaments. I got out of practice a couple times and am currently hoping to make major improvements to my game over this summer, which as a teacher I have off. I'd like to try a tournament or two, and have several questions.

First, is FIDE the only thing going in Taiwan? I presume there's no USCF here, but what about other organizations? 

Second - and from a little basic reading, I already know this is not a simple one - how do USCF, FIDE, and Chess.com ratings compare (to the extent this can be done) and how should I use, enterpret or understand them as a measure of my current level and to set goals for improvement? 

Third, any other thoughts about getting into tournaments - with the goal being to measure and broaden my chess abilities and broaden my experiene - would be welcome!
