Online play, help please!

Hi there guys and gals me again.

I come to the wisdom of the chess forum for some advice regarding an online game in a tournament i'm having. It's ongoing so i wont be posting it... But it's completely deadlocked. We are now just moving pieces back and forth for the same two or three moves just for the sake of it because he wont accept a draw. I'm 1100ish, he's 1400 ish. My question is how long could this silly game go on for? is there no way an arbitor look into it and just call it a draw?

50 moves with no pawn move or capture. Alternatively 3 repeats of the same position.

Either of these conditions and offer draw should turn into claim draw.

"Wisdom of the chess forum" had me laughing for a while.

Three fold repetition of posistion must be w/ the same player (color) to move all three times to be considered a draw.
