Opponent Doesn't Move In Tournament game SHOULD lose points off rating!

Why is it that in a game (tournament game specifically), you don't lose rating points when you don't make or answer the first move!?!?  You should lose points!  There should be some punative measure in place for signing up for a tournament and then forgetting that you did or whatever the reason may be.

If you accepted a challenge and your opponent, (presumably playing as white since you said they move first) made a move, then what is wrong with cancelling the game then? It doesn't affect either player's rating or consume much time, and accepting the challenge could have been a mistake on the part of the other player. I don't see why these people should be punished.

Rating are a measure of chess strength not reliability. The increase in your opponent's timeout count is the punitive measure.

Currently at 40% timeouts and climbing, if he returns, he will not be able to join most tournaments with that userid.

Timeouts affect ratings if more than three moves have been played.

If you opponent had instead resigned or withdrawn, at any time, his rating would have decreased and yours increased.

 I'm not talking about regular games per se, I'm talking about tournament games.  In tournament games, you play your opponent twice, there for they either don't make the first move as white, and subsequently fail to answer your first move when playing black.  Also, in tournament games, you can withdraw before the tournament begins if you don''t have the time, change your mind, etc.  But to just time out to me is wrong.

I agree with relentless. you know the time per move it should not matter if its 1 move or 50 thats part of the game making moves in the agreed time frame. if you dont want to play dont sign up.
