Evidently he was rated <1700 before the tournament began and then won all his games so far to reach 1842?

How is it in a tournament rated max 1700 I am playing someone who started the tournament with a rating over 1800 and now has a rating of 1842? What does the rating range on a tournament mean if it is not enforced.
